What can you do if someone is not exactly using your information to commit identity theft, but has hijacked some of your personal information? Is there such a thing as “sort-of identity theft” — or is that like being “half pregnant?” A reader wrote us with that dilemma:

So maybe this isn’t a clear-cut case of identity theft since the thief apparently hasn’t tried to use your Social Security number or credit information to get loans. But still, using your phone number and address on credit applications is a type of fraud. While your credit information may not be currently mixed up with this person’s, there’s a chance that could happen in the future if she doesn’t stop.

Victor Searcy, Director of Fraud Operations for Identity Theft 911, warns: “It is very difficult to stop this kind of thing.” But he does have suggestions for what you can do.

Start a file where you keep copies of correspondence, notes from phone calls with creditors etc.  Gather as much information as you can about the perpetrator such as name, real address or phone number, etc.

For Mail

File an identity theft report with the Postal Service. You could also file a police report, but Searcy thinks that at this point notifying USPS will be just as effective.

For Phone Calls

When creditors or collectors call, let them know you have filed an identity fraud report and instruct them to stop calling you. If the calls persist, change your phone number to an unlisted number you only give out to those you know. True, it will be a hassle, but it may be the only way to stop the calls.

“I have seen some people deal with this for months and years before finally giving in, so I would do it before I got too aggravated Windows 7 Product Key,” says Searcy.

Just be forewarned: Collectors may use “skip-tracing” services to find delinquent debtors and your new phone number could show up as being associated with your address. That’s why you want to use an unlisted number and only give it out to people you know.

There is still another option you might consider. Find out whether the company that provides your phone service offers a call screening feature. With that service, calls will only go through if the caller identifies himself and you accept the call. Automated calls rarely make it past that stage.

U.S., Alabama urge no delay in BP oil spill trial

About 4.1 million barrels of oil were spilled and not cleaned up, the U.S. Government has estimated. BP still faces claims from the U.S. Government; Gulf states; and drilling partners Transocean Ltd, which owned the rig, and Halliburton Co, which provided cementing services.

Barbier has said he plans to meet privately with the parties on May 3 to discuss scheduling and other matters.

Earlier Tuesday, BP reported lower-than-expected quarterly profit, in part because of spill-related costs.

Jerusalem – The Ministerial Committee for Legislation is set to take up Yisrael Beytenu’s alternative to the “Tal Law” Sunday, Israel Radio reported.

On Thursday, party head Avigdor Liberman announced that he would continue to push the bill forward despite expectations that the current Knesset will be dissolved this week.

Since May 9 is now expected to be the last day of the 18th Knesset, the bill would have to pass in its first reading on Monday and Yisrael Beytenu would have to push it through an accelerated legislative process so it can become law by Wednesday.

The process cannot be sped up unless the Ministerial Committee for Legislation approves the bill, which is unlikely, as haredi parties and the Likud would have to approve it. Haredi parties oppose requiring their constituents to serve, while the Likud would lose points politically by allowing Yisrael Beytenu’s reform to pass.

Another possibility Tattoo Machine Kits, the foreign minister explained in a press conference on Thursday, is to get signatures from 61 MKs, which would require Speaker Reuven Rivlin to call a meeting of the Knesset despite its dissolution.

Coalition chairman Ze’ev Elkin submitted a bill on Wednesday night to dissolve the Knesset, which will be approved this week. As a result, the Tal Law Tattoo Grips, which was set to expire on August 1, will be automatically extended for six to eight months.

Following Liberman’s Thursday announcement, MK Einat Wilf (Independence) said that she would bring her party’s proposed alternative to the Tal Law to a vote in the Ministerial Committee for Legislation on Sunday.

Independence party chairman Ehud Barak submitted an identical ministerial bill, which does not require approval from the committee. Wilf’s move is meant to strengthen Barak’s measure.

The Independence bill calls for the IDF to decide which 18-year-olds should serve in the military. Those who are not recruited by the army would have to perform civilian service for one year.

According to Wilf, Independence’s bill is the only one “that is based on the IDF’s understanding of security.”

Second poll shows Sarkozy trims Hollande lead

PARIS (Reuters) – A second opinion poll conducted after Wednesday’s televised election debate in France showed President Nicolas Sarkozy making up ground against Socialist front runner Francois Hollande, narrowing the gap to six points from 10.

Two days from Sunday’s runoff, the poll by Harris Interactive gave Hollande 53 percent of the vote Discount Karen Millen Dresses, down two points from late April, and Sarkozy 47 percent, up two points.

The survey found 31 percent of respondents thought Hollande was more convincing, against 29 percent for Sarkozy in the debate, watched by more than a third of the electorate.

GM is not going to let the Volt or its E-Flex powertrain get lonely. The first Volt — the one due in late 2010 — hasn’t been finished yet, yet is so popular that GM is publicly theorizing about how far it can spread the technology through the empire. Ideas include a smaller car with a smaller battery pack that could go 20 miles on pure electric, and be much cheaper. A proper wagon, just “a little bit bigger,” could also make the cut.

And those variants don’t all need to be Chevrolets. Other GM brands will certainly be blessed with Volt technology, if not an outright case of brand engineering. Cadillac is one of the wolves thought to be circling the Volt’s henhouse, and using Volt systems in a Caddy might allow GM to make a profit on such a car without tax breaks. If there were a more economical Volt with a shorter electric range Tattoo Supplies, Saturn would seem to be a prime candidate.

Washington is always thick with rumors—you can almost see them on the local Doppler. On Thursday afternoon, a rumor surfaced that President Obama and House Speaker John Boehner were close to a deal on raising the debt ceiling. The story was splashed across the home page of the New York Times. The markets appeared to react positively. When White House spokesman Jay Carney said there was no deal, he was then asked about a negative market reaction. Meanwhile, Boehner took to Rush Limbaugh’s show to say there wasn’t a deal. It was barely past lunch, but this rumor had already gone through three iterations: surfacing, backtrack, denial. And this was the second piece of speculation of the day: The morning had been dominated by talk about whether longtime anti-tax activist Grover Norquist had given House Republicans an opening to reach a deal with the president over tax increases.

It’s not just the heat. The atmosphere in Washington is particularly charged at the moment—almost to the point of general madness. Negotiators are working on a deal to avert a shutdown while simultaneously rushing to tamp down rumors about what they may or may not have agreed to. Much of the president’s meeting Wednesday with Democratic leaders was spent assuring them that the rumors they had heard about the size of spending cuts were not true.

The closer the Aug. 2 deadline for default, the more frantic all constituencies become. Everyone wants to get a jump on whatever might be in the deal so they can get it taken out. Democrats worry the president will stick them with drastic cuts to government services and entitlements. Republicans worry the speaker is agreeing to tax increases. Both sides worry they’ll be presented with a last-minute deal they’ll have to support or risk sending the country into economic ruin.

The Norquist controversy that started the day marked a new stage in Norquist’s already colorful career. For the last 25 years, Norquist Chloe Dresses sale, the president of Americans for Tax Reform Replica Marc Jacobs Dresses, has encouraged Republican candidates to sign a pledge that they won’t raise taxes. Some 236 members of the House have signed it. Many people (most of them Democrats) believe that this pledge is all that is blocking a debt limit deal between House Republicans and the White House. Obama has been trying to get Republicans to agree to allow those tax cuts to expire in exchange for deep cuts in spending programs. Republicans have refused vehemently. Rose: Sen. Gravel, the president has said that he’s going to listen carefully to what Gen. Petraeus says and reports to him about the surge and what might be America’s commitment in the future. What do you make of what Gen. Petraeus has said?

Gravel: I think it’s a tragic charade where obviously one could predict what Petraeus was going to say three years ago on this particular subject. And then you get the president, who is the commander in chief, saying he’s going to follow what the dictates or recommendations of Gen. We need members in the military that are not afraid to tell the truth to the president and to the American people, and that is not what’s happening, and as a result of that, we continue this debacle. The people in Iraq want us out. Who are we to say, oh, we’re there to protect you? Are they stupid or something? They don’t want our protection. Why? Because they’re not getting the protection. They want to take back their own country, and they should.

Rose: So, you’re suggesting that Gen. Petraeus is lying?

Gravel: Well, what does a very sophisticated, intelligent person do? He knows what to say. We see this in American media all the time. He knows what to say. He doesn’t have to lie. And that would mean to go to Iran, go to Saudi Arabia, go to Syria. And tell these people, help us restabilize the region that we destabilized, and tell them we made a mistake in doing this. A tragic mistake, and it puts the whole world at risk of a possible nuclear confrontation.

Rose: Do you think anything is likely to change between now and the election in November 2008?

Gravel: No, because there’s no leadership in this country, and that’s the tragedy of it. There’s no leadership in Congress, and there’s no leadership in the House to speak of. And so we’re stuck playing out. And I just—I feel terrible over the young men and women and the Iraqis that will die and get their bodies blown up because of this nation’s mistake. This is all foretold the day we invaded Iraq without reason, without reason. It’s criminal!

Rose: Let me turn to health care. Do you favor universal coverage without exception, and how would you pay for it?

Gravel: I’d pay for it with a retail sales tax. I favor universal coverage of quality medical care. I favor it through a device of using vouchers where everybody would be able to get a voucher. They’d sign up for it every year. It would guarantee them equal health care. All citizens would get the same health care. They would be able choose from insurance plans or a government plan like Medicare.
